This is a windows startup error code that has been reported on a few Windows computers.
This has happened to me both times I restart my computer.

I think that this is the case. I believe that if you have a computer that has had a recent shutdown, then the error code will be a code that is listed in the Windows Error Reporting Program. That means that Microsoft is taking a look at the problem and is going to fix it. As far as I know, this error code is always listed in the Error Reporting Program.
