The wizard is the easiest way to make the program and its installer work. Once you’ve done that, it looks like the Wizard tries to execute it by typing a command. The Wizard is then able to execute the command in its current session with its current task bar.
The Wizard may have been designed to do exactly what you want it to do, but it has a little more advanced feature which makes it more powerful. A few years ago it was described as being too fast to run.
